• INPUTTING DBCS ENGLISH LOWERCASE CHARACTERS AND PRESSING THE
  "TAB" KEY to advance to next field cause the characters to
  change to capital letters.

  In orinigal design, HATS use
  toUpperCase() function to convert
  SBCS lowcase character to SBCS
  uppercase character.
  But the function also can convert
  DBCS lowercase character to DBCS
  uppercase character.
  

Problem conclusion

• Check the character is SBCS or DBCS.
  If the character is SBCS character, convert to uppercase charact
  er, DBCS otherwise.
