Error description

• When using HATS RCP to customize a screen the OIA row/column is
  not calculated correctly for a DBCS field.  If the customer uses
  the arrow keys to advance to the right 2 spaces the cursor
  column only increases by 1.  For example the cursor is
  currently in a row/col 10/51 (the start of a DBCS field) the OIA
  will contain the correct position, but after tthe user advances
  by moving the arrow key 2 positions to the right the
  OIA will have a position of 10/52 instead of 10/53 as expected.

  To determine the OIA position special calculations need to be
  done when the cursor is within a DBCS field.  This calculation
  however, was only being done for input fields
  

Problem conclusion

• Code was added so that whenever the cursor is in a DBCS field
  (label) or DBCS link the proper calculation will be performed.
