Local fix

Problem summary

• PDMCmpntReference.resolve distinguishes between rendering a PDM
  component as URL, content, or attribute.
  When rendered as content and if the ID of this PDM component is
  null, we must rely on the existing ContentInfo object to contain
  all the information relevant for rendering. Therefore, the PDM
  component needs to be marked to be transient.
