Error description
If a rebuild of the library cache is triggered during a transaction the rebuild will fail as the cache will not allow updates during the transaction. This can occur during migration if an unknown reference is found and the LibraryService is invoked to retrieve the library (which does not exist). Requesting a library that does not exist by name will cause the library cache to be cleared and all libraries re-retireved. Though the call to update the Cache items will fail.
Local fix
Problem summary
The result of this is that subsequent calls to LibraryService for all libraries or librarybyname will fail until the transaction is completed and the cache can be repopulated.
Problem conclusion
Read-only cache flags will be set during the library cache rebuild so that the cache will be updated regardless of whether a transaction is active or not.
