Error description

• This fix, fixes two main problems
  
  1) Syndication does not syndicate draft items which have been
  published or canceled
  
  2) Syndication can throw DuplicatePathExceptions on the
  subscriber when trying to save syndicated content

  Problem Description:
  
  This fix fixes two main problems
  
  1) Syndication does not syndicate draft items which have been
  published or canceled
  
  2) Syndication can throw duplicate path exceptions when trying
  to save content on the subscriber
  

Problem conclusion

• Problem Analysis:
  
  Publish draft events were incorrectly handed by the package
  processor and ignored. We also werent handling cases where
  duplicate paths were valid
  
  Failing Module: WCM - Web Content Management (General)
  
  Problem Solution:
  
  Fixed PackageProcessor to handle publish-draft items correctly
  and handle duplicate path exceptions correctly
