Error description

• User is not able to select library when trying to create a new
  item. The library showing on the UI always be the one user
  currently in.
  

Local fix

Problem summary

• User is not able to select library when trying to create a new
  content through the inline editing. The library showing on the
  UI always be a random one.Currently the system does not offer
  this functionality, it will only show the selected library
  

Problem conclusion

• Add this new functionality to allow the user select library
  which they have editor access to when they try to create
  content.
