PK57703: Approvers unable to see Decline button if object is pending publish - Authoring Portlet

APAR status

• Closed as program error.

Error description

• When content is in status "Draft Pending Publish", approvers
  cannot reject or otherwise move content until the publish date
  is reached for the stage. The decline button should be available
  if they have approve access on the object.
  

Local fix

Problem summary

• Users with approve access who should have access to the decline
  button when the document was pending publish could not.
  

Problem conclusion

• Changed WCM to display the decline button when users have
  approve access, even when the document is pending publish
