PK57395: OPENING A PEICE OF CONTENT DURING INLINE EDIT CAUSES A RESPOSITORY EXCEPTION

Error description

• Opening a peice of content during inline edit causes a
  respository exception
  When a user attempts to edit content during remote/inline
  editing on the local or remote rendering portlets he can get an
  'Unable to access content in repository" error
  

Local fix

• OpenCommand was not correctly checking the draft status of the
  content before trying to determine the checkout status. This
  could sometimes cause a checkout method to be run against a
  draft item which throws this exception
