Error description

• Batch edit content in content by AT view does not provide an
  option to use another AT
  

Local fix

Problem summary

• Affected Users: All users using the Content By Authoring
  template view, and applying authoring template changes.
  
  Problem Description:  When navigating the content by authoring
  template view, if the more actions ->Apply templates
  functionality is used, the form thats generated is prepopulated
  with the current authoring template from the view, the end user
  cannot select.  This may be undesired, this APAR allows the user
  to choose the authoring template
  

Problem conclusion

• Changed the WCM code to check for the parameter in the
  WCMConfigServices.properties file:
  wcm.authoringui.autofillapplytemplate
  
  If that is set to false, will allow user to select authoring
  template in this view.
