Error description

• Creating content based on a template does not create a new
  history control with the current date/time prior to the first
  save operation.
  Subsequent saves of existing content items will update the
  history control correctly and the expected behavior appears.

• Analysis: A new history control needs to be created and the
  current time needs to be set.
  
  Solution: Creating content based on an existing Authoring
  Template sets current time as the base for correct General Date
  One date calculations.
