Error description

• Users require edit access to restore a prior version of content
  This should be allowed for the same permissions required to
  create draft as the restore version operation creates a draft.
  

Local fix

• assign edit access to content
  

Problem summary

• Problem Summary: Users who try to restore a version of an object
  were required to have edit access on the published version.
  This is incorrect, when the user is trying to restore as draft
  

Problem conclusion

• Changed WCM to check for read rather than edit access.
