APAR status

Error description

• Workspace.getPathById() on a draft item that has been moved
  returns path to published item
  
  
  Use workspace.getPathById(DocumentId p_id, true, true).
  
  Notice that the paths are the same even though the draft has
  been moved.
  

Local fix

Problem summary

• Path retrieval always attempts to use the AbsPathCache.
  

Problem conclusion

• The AbsPathCache should only be used when retrieving paths for
  non-draft items.
