PI56471: IMPROVE MSIF EVENTS IN CASE OF ASP ACCESS ERRORS

APAR status

• Closed as program error.

Error description

• When - e.g. due to a broker issue - the access to the WBIFN ASP
  database fails in MSIF, an event DNPA1118E is issued in SYSOU,
  which gives a hint to restart the broker; the trace in addition
  reports the related broker error (BIP2112), which also
  recommends to restart the broker.
  Both error information are, however, not referenced in the
  corresponding MSIF events.
  The MSIF events should be changed in a way to reference the
  WBIFN Base and/or Broker events.
  

Local fix

• in case of MSIF errors related to ASP access problems, examine
  also events written in SYSOU

  Formerly, when MSIF tried to access the WBIFN ASP database,
  and this access failed due to a broker problem, then MSIF only
  issued the event DNFO3751E that reported the access failure
  but does not give further indications about the root cause.
  

Problem conclusion

• Now, the reporting of such an error has been improved. To the
  event DNFO3751E an additional parameter has been added that
  shows the error code of the ASP handler, and an additional
  event DNFO9508E is issued showing the error code of the
  broker, for example BIP2112.
