Error description
For the records that was carried out RMA Refused operation, the Q&A Status of them should be classified in Action required. Currently, The Q&A status is No action required when Refused operation is executed, which means they dont need further treatment. But from users point of view, this is not the end because Refused is just one step in the processing flow. They need to modify and re-approve this kind of records afterwards.

When the pending changes for a query or answer are refused, those changes must be discarded afterwards or must be corrected and submitted again. However, the Q&A status for refused queries or answer states that no action is required.
