Error description
When attempting to reestablish a dependent LU session, a race condition occurs when both session partners attempts to initiate a session request. This results in the BIND being rejected with sense 0835004B due to the presence of unexpected URC data.

Problem summary
The problem is triggered by a race from both ends of the session attempting to initiate a session at the same time. VTAM is attempting an Initiate Other and CSAIX is attempting an initiate request via an INITSELF. Depending on which Bind arrives first, the session may be rejected due to no URC data in the BIND request.
Problem conclusion
Code has been changed to modify the format of the INITSELF request to avoid this race condition.
