When attempting to configure a peer link using a Dialogic
EICON card, the configuration tool fails with error:
   PCS7000E  Warning: Communications Server encountered
   a system error. The requested action could not
   complete normally. RC+<AP_PARAMETER_CHECK,0000000Ch>
