Local fix

Problem summary

• USERS AFFECTED: All.
  
  PROBLEM DESCRIPTION:
  A crash occurred in vpr_delete_entity when doing "sna stop"
  while the system was under stress. An application problem
  had led to a large number of application connections to SNA
  which led to a resource shortage in the kernel.
  
  PROBLEM SUMMARY:
  Under stress, a termination race occurred which led to a
  duplicate UNLINK Streams attempt as the Streams between the
  kernel drivers were being dismantled.
  

Problem conclusion

• Code has been corrected to detect and ignore the duplicate
  attempt.
