  Description:
  ------------
  Attempts to start IBM Rational System Architect release
  11.4.2.5 fails with "Invalid Host" or "Cannot connect to
  license server" when using a dongle license.
  
  Symptoms:
  -------------
  System Architect fails to start and may give the following
  errors:
  A licensing problem prevented System Architect from starting.
  Cannot connect to license server system.
  The licence server manager (lmgrd) has not been started yet,
  the wrong port@host or license file is being user, or the port
  or hostname in the license file has been changed.

  The hostid of this system does not match the hostid specified
  in the license file.
