Error description
PCOMM installed without the Remote API Client, can use the 1146 Code page for their EHLLAPI applications, without issue. If PCOMM is installed and the Remote API is installed, that support is not installed. Users can set the Host code page to 1146, but the PC code page has no 1146 (or other Euro currency character code pages) available.
Local fix
PCSCDRA.DLL is built at 6.0.10 level, so users will have to download and install PCOMM V6.0.10 from IBM's Fixcentral first. http://www-01.ibm.com/support/docview.wss?uid=swg27009828&myns=s wgrat&mynp=OCSSEQ5Y&mync=E#6010

Problem conclusion
Problem is resolved by copying PCSCDRA.DLL as part of IBM Personal Communications installation. Fix scheduled for PCOM 6.0.13 Refresh Pack
