Error description

• this is a doc apar to the tpc infocenter and related printed
  documentation for changing the authentication method. the step
  at the end of the process where services are stopped and then
  restarted must be changed.
  1. stopping - user must check to make sure all services are
  stopped by checking for, and killing if necessary, any leftover
  java processes.must be done before trying to restart services.
  2. starting - user must verify TIP service by logging into TIP
  successfully before trying to start any other TPC services.

• follow procedure for stopping/starting services as described in
  text of apar.
