Reinventing Education

Vietnam

Through Reinventing Education, IBM and the Vietnam Ministry of Education and Training (MoET) focused on the use of technology to improve teacher professional development and instruction at the primary and secondary school levels.

The project, named Professional Development Laboratory, was launched in September 1998, at the Trung Nhi Secondary School and the Hanoi Teacher Training College (Hanoi TTC). In addition to providing hardware and software, IBM trained selected teachers on Teaching and Learning with Computers (TLC), an instructional method that integrates technology into the curriculum. Once the initial group of teachers mastered the new instructional method, IBM and the Hanoi TTC trained additional teachers from other teacher training colleges and schools, who then continued to expand the model in their localities. By the end of the partnership in December 2001, TLC was being implemented in schools in the cities of Ho Chi Minh and Da Nang and the provinces of Ba Ria Vung Tau and Nghe An.

Since 2002, MoET has continued funding the expansion of TLC to more cities and provinces such as Hue, Bac Giang and Hoa Binh. The initiative has contributed to MoET's strategic educational policies, including newly issued student textbooks for grades 1-6 and a plan to equip all of its high schools and a half of its secondary schools with computer labs and Internet access.
