Czerwinski Testifies on Homeland Security R&D Budget

| On March 8, 200, IBM's Jonah Czerwinski testified before the House Science and Technology Subcommittee on Technology and Innovation regarding the FY2008 budget for the Department of Homeland Security (DHS). Mr. Czerwinski is a Managing Consultant, IBM Global Business Services and a Senior Fellow, Homeland Security, IBM Global Leadership Initiative. Mr. Czerwinski's remarks specifically focused on the the DHS Domestic Nuclear Detection Office (DNDO). His testimony identified select high-leverage and innovative components of the DNDO FY2008 budget request that balance the need for immediate deployment of new technologies to detect nuclear threats with the vital long-term commitment to basic research in nuclear detection. Mr. Czerwinski also addressed the need for investing in the reorganization of the forensics mission at DNDO and emphasized how the DNDO works across federal agencies to support research and development collaboration. Finally, he placed the mission of combating nuclear terrorism in the broader context of a framework that reinforces the imperative of protecting the stream of cargo, people, conveyances, information, and money flows in the global trade system.
