Overview

Historically the tax collection process has been based on paper forms being printed, distributed, filled out, mailed in, and manually entered into internal systems for processing. This process is costly and time consuming. A better solution can be achieved by using an intelligent on-line form to collect the data and electronically send it to the agency for automated tax processing.

An electronic forms submission process can be implemented in a straightforward manner with Lotus Forms automating the data capture form producing structured XML data and DB2 pureXML providing the integrated storage of the XML form data. Such a solution, while conceptually simple, can eliminate significant material and administrative costs while improving data quality, data availability, and process responsiveness. The XML form data can be stored, protected, queried, and analyzed within a database that is optimized for XML, and that can coexist with the existing relational data and integrated with existing back-end processes.

Target Customers:

  • Industry: Government. Specifically tax agencies, but also applicable for other agencies that collect data in forms.
  • Typical decision sponsors: Executives, CTO, VP IT, IT Architects

Customer Pain Points:

  • High volumes of tax forms to process, many of which change from year to year
  • High materials and administrative costs to operate paper based form processes, yet fragile to change
  • Compliance with shifting tax regulations and standards requires regular updates to forms and processing
  • Managing tax data in traditional relational tables is very difficult, costly to develop, maintain, and execute

Solution value and benefits:

  • Reduced costs for paper form production, distribution, and storage
  • Simpler data integration and more effective data sharing through integration with DB2 9 pureXML
  • Reduced time and effort to adjust to shifting tax regulations and forms, without extensive downtime, through flexible XML architecture and application
  • Improved data accessibility by government agencies and, optionally, tax payers
  • Reduced IT development and maintenance costs while shortening processing times for tax returns

Specific benefits of DB2 pureXML:

  • Simplified XML application development
  • Flexible data retrieval and analysis
  • Flexibility in managing changes to tax data and schema
  • Hybrid data server supporting seamless integration of XML with relational data
