You can run Apache Pluto (the lightweight Java Portlet Specification reference implementation) as a stand-alone application to test your portlets for compliance with the Java Portlet Specification. Similarly, the open source portletUnit framework implements a mock container that you can run on your local machine to unit-test your portlets. Get started writing simple portlets and testing them with the use of these two tools.
You can install and run either Apache Pluto or the open source Liferay portal library on Apache Geronimo, an open source Java EE compliant application server. Either choice gives you a free, full-featured container platform for your portlet-development projects.
Get started using a Java-based, rapid-application-development environment from IBM for portlet development. WebSphere Portlet Factory includes advanced features that streamline the portlet, widget, web, and rich-client application development process.
