Upgrade ITM Private JRE to Java 7

Description:
ITM is moving to IBM Java 7 for all future released products.
- ITM 6.2.3 upgraded the IBM Java 6 environment inside the Tivoli Enterprise Portal Server and IBM User Interface Help System built on Eclipse. Further, Tivoli Enterprise Portal (TEP) has supported running a Sun Java 6 JRE for multiple releases.
- ITM 6.2.3 FixPack 1 replaced the Java Runtime Environment installed inside the ITM installation directories with a Java 6 environment.
- This proposal is to replace the Java Runtime Environment installed inside the ITM installation directories with a Java 7 environment.
The primary areas of impact are:
- TEP desktop client
- TEP Browser client
- TEP Java WebStart client
- Summarization and Pruning Agent
- tacmd Command Line interface
- ITM Install
- itmcmd manage interface
- Agent Builder agents that leverage the following data providers: (JDBC, JMX, HTTP, SOA)
- JDBC Connections between Warehouse Proxy and relational databases
- Remote Deploy, including Prerequisite Checker and "tacmd createnode"
