Provide workspaces and early alerts when TDW limits are being approached

Description:
The goal of this EPIC is to instrument the TDW agents to allow detection when certain limits are being reached or approached. Such an example is that historical data upload may be taking almost as long as the upload interval, meaning the upload source is reaching its saturation point (15 minute upload interval and actual upload taking for example 12 minutes). Other areas for improvement are providing some database level monitoring on largest tables (based on statistics), age of statistics, index and table fragmentation, etc...
The TDW agents will be enhanced as follows:
- Create situations to alert when the S&P runtime is approaching a certain warning threshold and when it is critical (runtime > interval between runs)
- Create situations to alert when the WPA export queue is approaching a warning threshold and when it is critical (say 70% full and 95%)
- Instrument the TEMA/TEMS to capture how long upload is taking, number of rows being uploaded, etc.. Update the Managed System Status node in the TEP Physical Navigator to provide a workspace to view this data
- Create situations to alert when upload interval is approaching warning threshold and when it is critical (upload duration > upload interval)
