Enhance Self Describing Agents (SDA) User Controls

Description:

The approach for this epic should entail controlling which agents (by product code) and their versions can be enabled for self-description propagation. When this level of control is configured, the TEMA would notify the TEMS that it has self-describing packages. If self-description propagation is enabled for this agent type and version then the normal self-description processing would occur. Otherwise, the TEMS would return an error back to the agent and the agent would fall back to standard (i.e. non-self describing mode).

Customers have indicated they will disable Agent Builder agents for self-description using the mechanism described above because they want to avoid this scenario:

Provide control for which product or product version should be either allowed or disallowed for installation by SDA.

The CLI EditSDAOptions will be used to provide user control.
