You must have Rational Method Composer V7.1 installed to use this plug-in.
Purpose
Service-Oriented Architecture (SOA) governance enables organizations to realize the full potential of SOA. It addresses issues that, if left unattended, may be inhibitors to gaining the flexibility and time-to-market benefits associated with SOA. An SOA provides organizations with the fusion of business processes and the underlying IT assets; increasing flexibility and responsiveness to change.
The Rational Method Composer plug-in for SOA Governance helps identify appropriate best practices, merged with your existing IT processes, to provide proper governance of the capabilities introduced with SOA. The end result is a project plan to create your organization's unique governance framework.
Using IBM Rational Method Composer, you can scope your project to amend existing IT processes and add new IT processes to provide proper governance of the capabilities introduced with SOA.

Rational Unified Process V7.0.1. However, this plug-in does not depend on RUP content.

To download the plug-in and import it into a Rational Method Composer library, follow these instructions:
- Download the file rmc_soa_governance.zip
- Extract the contents of the zip file
- Start Rational Method Composer
- Select File > Import to launch the Import Wizard
- On the Select page in the Wizard, select Method Plug-ins and click Next
- Uncheck the Use default directory checkbox
- Browse to the location where you extracted the plug-in and select the directory with the plug-in name, click OK and then Next
- Check the box next to the plug-in name and click Finish
- If you do not have a backup copy of your current library it is advisable to make a backup copy before importing the plug-in. Click Yes when asked to make a backup copy of your library
- The plug-in will be imported into your library and you will see it in the Library View
