Well, I checked the MS manual and they say if you run the import
operation from within the VOB itself (set to a view) you get more info
in the error messages, so I did and I did :).
The longer message says:

I checked that branch (/main/submit_isos_10269) and there's nothing
there: it has only a 0 version. I don't know exactly what you mean by
a "long branch"; you mean a long branch name? Or lots of versions?
Anyway, neither of these seems to be the case.
Unfortunately no one at Rational appears to be responding to my support
request; I guess it's the weekend and all. I don't know what kind of
escalation we (Nortel) have with them, if any, since I'm not actually in
charge of this stuff :). I'm trying to get ahold of our releng folks...
On the face of it this doesn't appear to be something I can do much
about myself. I've thought of trying to regen the package at the
sending site, but I don't have any privileges over there either.
Argh.
