Hi Rama,
In simple words to say, any user accessing a Replicated vob has to have a Multisite License. If among 20 ClearCase developers only 10 users access the replicated VOBs then you need to procure 10 MultiSite Licenses, while the other 10 users will have access to only regulsr VOBs but not to any of the Multisite Vobs.
