You missed patch p4.1.NT-18, but it probably does not matter since the
problem still persists on my server anyway.

In my case I installed all patches upto 17 (5, 13, 14, 15, 16, 17). My NT
4.0 has 6SP.

It is strange you still has the problem with all the patches installed.
Actually in my case the problem with crashing ClearCase Control Panel was
only on several types of PC (Brand name Dell P-III with very specific
configuration).
