Rana,
rmelem should never be used by engineers (developers) because of
the danger that they remove a file "that is not important" BUT however may
be included in a previous release (build). The removal of such a file
could make it impossible to recreate above mentioned release. rmname
provides an "out of sight, out of mind" solution which does NOT end up
breaking previous builds. So you might say, " why not let them rmelem if
it is new?" well it is "easier" to just tell them they cannot use it at
all ( yes you can easily script it so that if the element is new, but you
cannot easily tell a developer that then can sometimes do, sometimes not
do the rmelem.... )
