You need make the change to each VOB. The way I avoided this problems with
my VOBs is that I code the restrictions in the Perl script that is
triggered. This allows all of the VOBs to point to the same script and only
have to change it in one location for all VOBs.

I have a trigger the currently doesn't allow anybody, but the admins, to
checkout from certain branches. I want to update that trigger to include a
few more branches. What is the best way to do that? I am running this
trigger in several vobs. Is there a way to update it in all of these vobs
