Try

cleartool lstype -long -kind trtype -invob <VOB-tag>

to find out what really your trigger is doing. I beleave - your trigger
definition mistake is to pairs of the same quotes (" ")

Proper definition shall be:

cleartool mktrtype -element -all -preop rmname -nusers shlomi -c
Testing -exec
"clearprompt proceed -type error -def abort -mask abort -prompt
'Test' -prefer_gui" NO_Rmnae
