This is a fairly common usage pattern. What you want to do is EITHER:

        1. Make sure the deliverables of project A that are used by
            project B are managed by ClearCase in a separate component
            of project A (assuming a binary (i.e. link) and header sort
          of dependency on Project A. Then Project B uses the deliverables
            component of Project A rebaseing to the appropriate baseline
          from Project A as necessary according to Project B's requirements.
            In such a case Project B uses the component from Project A as a
            read-only component.

        -or-
        
        2. Incorporate the components of Project A into Project B
            (preferably as Read-only components) so that you can build them
          as part of project B as well. Once again, at the convenience of
            project B you rebase project B to the desired baseline of
            project A.

In either case, the other components of project B have their baselines
moved dynamically as your normal process (i.e. nightly build) would do.
