The other thing to check is that the label applies to all directories in your
tree up to and including the vobroot. (ie the directory named "\<vobname>").
If the label is not present at any level in the tree, then nothing will be
accessible below that point.

So you've already got the vob populated with all of your source? If
so, before you try and use it in a config spec, make sure "4100b740"
really is a label type that appears in the vob with "cleartool lstype
-kind lbtype" (Your config spec syntax suggests it is a label name.)
You can go back to the default config spec and then use "cleartool
lsh -l <element>" to see what versions, branches, and labels are
actually there.
