They are invoked through the cqintsvr tool, which is acting as
an external script to CQ, so they are not "events" so much as
"integration points" where CC calls CQ.

You can do a lot of things with ClearCase triggers and if your
shop is NT only, you can do stuff with COM through those
CC triggers (cleartool man mktrtype).

Yes, you can call CreateObject from the CQ triggers to do other
COM stuff. In fact, if you look at the existing triggers in the
standard UCM integration, you will see createobject for a SQUID
object.
