If you have a "resource region" that tags all the VOBs, and you use this region on the VOB servers, and
the subset regions on the clients, you should not have any problems.
Of course it means a bit more administration of VOB tags.

Is there a (better) way of having two ClearCase regions for one server?
I know that I can re-use the same VOB server for storage, but it seems that I have to host the VOB processes for the other VOBs on another machine (using -host option).
Is there a way of achieving VOB servers for more than one region on the same VOB server? I would only want to access the VOBs for this other region from its clients (not the VOB server itself).
After making the tags on the VOB server (but in the other region), I have had the VOB server processes for the other region running on the VOB server but I get I/O error after mounting them on the other region's machine.
