Nope, you aren't missing anything - that's just the way it is. You cannot
do any UCM operations from the web interface. Check out the restrictions on
the web-interface section in the install guide.

On a related note, the web checkout operation lets me choose from
existing activities to associate the checkout, but there doesn't seem
to be a way to create a new activity. Am I just missing something?
