[cciug] Can't join UCM project

I am trying to get familiar with the new UCM features of ClearCase 4.1.
I created a UCM project and am getting the following error trying to
join the project as someone other than the creator:
    "Join UCM Project: Error: No permission to perform operation "make
hyperlink"
     Join UCM Project: Error: Must be one of member of object group,
object
     owner, VOB owner, root

    Can't create stream george_Matrix"

I *can* join the project if I'm the admin of the VOB; but that certainly
doesn't help my developers much :-( When I originally created the VOB,
the group of the creator was not the same as my other developers. I
tried to do a chgrp -R on the project VOB but that doesn't seem to have
helped either.

Anybody have any ideas?
