Well, it _is_ a difference with substance. It means that Joe Shmoe can't
just go ahead and delete vobs or vobtags or otherwise mess with them. You
can also design your process wrapper scripts to only deal with public
vobs (obviously, if Joe Shmoe has root access to the registry server
machine he can bypass this, but still, it's a hobble).
I also believe that public vobs are mounted by default when starting up
clearcase or at boot time - but I'm not sure...
