John, does the output of cleartool hostinfo -l point to:

The correct license server and not itself
The correct reg server and region (correct case as well)

Sometimes a common install option is the choice or a reg serv(or your own
host) and it you are
cranking through the install, you may select yourself, and the same could be
true for the region
by default on a "fresh" install picks "Windows" as the default choice, and
the best way to determine
what your client is pointing at(or thinks are the appropriate servers) is
the hostinfo -l

Hmmm... I didn't back them up, but the license strings appear OK in the
license
database. Under the var\rgy directory, the regions file contains two
regions,
one of which I am using. The site_config file has numbers in it that don't
mean
anything to me (id= something, dtm=something, version=3). The vob_object
file
shows all my vobs, etc. I'm not sure if there are other files on NT to
check.
I'm looking on a server that wasjust successfully upgraded and I don't see
anything else there.

John,

Did you backup your registry and license files before you did the upgrade?
At
least
copied them to another filesystem. If you did, you can copy them back into
the
appropriate directory and restart the services. If not, try getting them
from a
backup...

It is a known issue (with the UNIX release anyway!) that the upgrade will
blow
away
your registry and license files....
