[cciug] "clearmake -C gnu" doesn't take an include file as a target,

As in "makefile_gnu", not-supported-functions :
"automatic re-making of any Makefiles that are declared as targets (you must
explicitly rebuild them) "

Makefile:
--------------------------------
include main.def
main.def:
        build_main.def
--------------------------------

clearmake -C gnu
simply stops when it fails to find "main.def".

Is there any nice work-around, please?
