my personal opinion (and experience) is 2 - 3 support people per 100
developers. It's best if the ratio is a bit lower and the "clearcase"
people can do other things (e.g. Unix/NT admin, process engineering).

Also devote at least one person to strategic (long-term) initiatives
while the others are tactical (fire fighting). And empower users to
help out in the sense of Outsourcing...
