UCM is a good tool for use when you can use a out-of-the-box (OOTB) tool.
It does not give you a lot of flexibility. But then it is great if you are
short-handed (as just about everybody is) and starting new projects. It
shortens the transition aches and pains. The lack of flexibility shortens
the learning curve.
I have used Base ClearCase for 2 years and now am beginning to use UCM on a
pilot project. I prefer Base Clearcase as long as I do not have to support
the transition from another tool. It is longer and more painful, because
though Base Clearcase is a very powerful tool, it is not easy to learn for
people who resist CM tools (most developers). It is not easy to bypass
either. So your software will be developed in a structured way. They will
learn to appreciate it when the create a dumb mistake and are able to easily
recover.
We are using TAS here on Solaris servers with NT and Solaris clients with
pretty good results uptil now (the pilot has only just begun). I like UCM
from a CM stand point, because Base Clearcase would create a lot of
headaches for the CM folk while users learn the tool. I have been on both
sides of the issue.
