Humm, I disagree with this. Within the implementation of UCM that I
have set up for
the time being, a developer will work on certain activities, and when
the work associated
with an activity is at a buildable stage, but not necessarily
complete, the developer
will deliver it. This allows other developers to use their code for
their development. The
original developer will then continue to work in that same activity
until all the functionality
is complete, possibly performing many deliveries of that same
activity.
I took this approach so that there aren't thousands of activities
created for things such
as: my_code_buildable_state, my_code_next_milestone, etc.

    I was also disappointed that Rational did not change this behavior
with CC
    4.1. It should be so easy, it's just some GUI stuff needed to
distinguish
    active activities from already delivered ones.

    I would be also interested if somebody knows a way to handle this
in CC
    Explorer and in Project Explorer.
