Go look through the CCIUG archives for things like "keyword", "RCS id",
etc.
The short answer is no, ClearCase doesn't provide this natively, and no,
it's not a very good idea in the first place :).

This is not a job for your source code control tool.
There are many tools out there which can count lines of code using all
sorts of different criteria for what a "line of code" actually is, and
most of them do much more, including giving you statistics on the
"complexity" of the code in various places, etc.
All of those tools work fine with ClearCase, of course.
