[cciug] How to create a view where user may check-out elements and cannot check-in

Hello to everybody,
     I'm quite new on ClearCase usage and I'd like to resolve the following
problem:

I have a VOB named "/vobs/MR" and its branches
     main
     main/dev_1.1
     main/dev_1.1/dev_1.1_user1
and I have the following views
     mr_vws
          element * CHECKEDOUT
          element * /main/LATEST
     dev_1.1
          element * CHECKEDOUT
          element * /main/dev_1.1/LATEST
          element * DEV_1.1 -mkbranch dev_1.1
          element * /main/LATEST -mkbranch dev_1.1
          element * /main/0 -mkbranch dev_1.1
     dev_1.1_utente1_master
          element * CHECKEDOUT
          element lv2/... .../dev_1.1/dev_1.1_user1/LATEST
          element lv2/... .../dev_1.1/LATEST -mkbranch dev_1.1_user1
          element lv2/... DEV_1.1 -mkbranch dev_1.1
          element lv2/... /main/0 -mkbranch dev_1.1
          element * /main/LATEST -nocheckout
     dev_1.1_utente1_slave
          element * CHECKEDOUT
          element * .../dev_1.1/dev_1.1_utente1/LATEST
          element * .../dev_1.1/LATEST -mkbranch dev_1.1_user1
          element * DEV_1.1 -mkbranch dev_1.1
          element * /main/0 -mkbranch dev_1.1

Is it possible to create some triggers in such way that:
     A) user1 MAY CHECK-OUT files into the view named "dev_1.1_utente1_slave"
     B) and user1 CANNOT CHECK-IN files into the same view
