We have the similar problem and Rational support has spent months to
investigate. I am still waiting for their solution.
We use TAS as the SMB for interop. VOBs are in unix box. views (all dynamic)
can be created in both unix and NT. VOBs and unix views can be exported to
NT clients.
In an NT client box, we can co and ci elements from the unix VOBs using
exported unix view. No drama.
When trying to co the same element through a locally created NT dynamic
view, the "Unable to construct cleartext for object" error occurs.
We did another experiment. co and unco through a unix view. Then immediately
co the same element from an NT view. It worked. (you don't want to do that
for each co/ci operations obviously). However, ci still give you an unknow
vob error.
We checked credmap. It was fine. All uid and gid match the right number. We
also can manually copy file to the context dir similar to

through UNC path in dos prompt.
Both NT and unix clearcase are 3.2.1 with the latest patches up to a month
ago.
