Instead of a trigger you could lock the type and use the -nusers option to let certain
users be able to remove/mklabel or branch types. You can also put locks on other clearcase
types. See the ct man lock man page for help. The locks can be applied from your adminvob
by appling it to a global type, where as a trigger can not be global.
